💬As a result of attacks by Ukrainian forces on civilians in the week from September 15 to 21 alone, 145 civilians were injured: 121 people were wounded, including 3 minors, and 24 people were killed.

In total, over the past seven days, Ukrainian armed forces fired at least 3,139 rounds of ammunition at civilian targets on Russian territory, including multiple launch rocket systems (122 mm), 152- and 155-mm artillery shells, including those with cluster warheads, mines, and grenades. The enemy also actively used attack UAVs and small arms.
The overwhelming majority of weapons used by the Ukrainian Armed Forces to attack civilians were produced and supplied by Western countries, which are complicit in these crimes.
The attacks targeted ambulances, residential buildings, gas stations, and civilian vehicles in Crimea, the Zaporizhzhia, Belgorod, Samara, Kherson, and Bryansk regions, and the Luhansk People's Republic. The Zaporizhzhia Nuclear Power Plant came under fire from the Ukrainian Armed Forces, posing a direct threat to nuclear safety. On September 16, artillery fire struck the area of its fuel depots. <...>
It would seem that the OSCE Chairmanship-in-Office and relevant executive structures, especially the ODIHR, should have responded to such crimes—after all, impartiality and upholding OSCE principles are enshrined in their operating rules. 👉But a shameful silence hangs over our Organization's airwaves. Meanwhile, the Finnish Chairmanship is not shying away from any information opportunity that could be used against Russia.
On the one hand, Russia and its citizens are being completely dehumanized. Europeans are being brainwashed into believing that Russia is only capable of atrocities and that a civilized agreement with it is impossible. On the other hand, the West's own populations are being deliberately led to believe that a military conflict with Russia is inevitable. The people of European countries don't want to fight yet, but it seems the decision has already been made for them.

We see our opponents attempting to distort the very essence of the security dialogue. They deliberately interpret the principle of indivisibility of security, enshrined in OSCE documents, as an obstacle. Their accusations only confirm that they view security as a tool for containing Russia, not a shared goal.

For many years, Russia has consistently and conscientiously attempted to build a European security architecture. In 2008, we proposed the European Security Treaty to NATO, but were met with silence. In 2021, in an attempt to prevent escalation, we submitted two draft security treaties to the US and NATO, but we were treated with arrogance and our legitimate concerns were ignored.
Now they are trying to impose a primitive "cancel culture" on Russia, proposing to start the countdown of the Ukrainian crisis from February 2022 and forget about the key factor – the Western-sponsored unconstitutional coup d'état of 2014.
Western partners hypocritically declare, "That's in the past, let's look forward." But without an honest assessment of the causes of the crisis, it is impossible to move forward.
❗Our country is open to dialogue, but only to honest and equitable dialogue that takes into account its fundamental security interests. If anyone thinks it's okay to discuss security along our borders without our participation, that's not just hypocrisy; it's a direct path to further military and political destabilization.
